MEMORANDUM George Boulos Nemer, a federal prisoner, appeals pro se the district court's sua sponte dismissal of his 28 U.S.C. § 2241 habeas corpus petition. We have jurisdiction pursuant to 28 U.S.C. § 2253, and review de novo, Jackson v. Arizona, 885 F.2d 639, 640 (9th Cir. 1989). We affirm.
